Frequently asked questions
Can I host outside China and avoid ICP?
Yes. Sites hosted outside the mainland, for example in Hong Kong, don't need ICP, but they load more slowly for visitors in China and can't use some mainland services such as certain CDNs and mini-program integrations.
Can a WFOE get a commercial ICP licence?
Value-added telecom services have historically had foreign ownership limits. Pilot programmes in some free trade zones and cities have relaxed them since 2024. We check whether your business model and location qualify.
